Earlier this month I noted that the Philly Bank Index had broken out and had come back to test the breakout level. As the chart above shows, it couldn’t hold this first attempt.

After the announcement last week of the plan for government intervention the index broke out again and has since come back to test the breakout level once again.

Can it hold this time? As the stock market’s most important sector right now investor’s should hope so.
