Over the past month, the financial sector (as measured by the XLF) has rallied over 20% from its march lows:


CACB (local bank, Cascade Bancorp), however, has gone the other way to make new 52-week lows:


This next chart depicts the relative performance of CACB versus XLF:

It’s worrisome that CACB can’t rally right now when the chart (imho) says it should. What is even more troublesome is that it can’t rally even while the rest of the sector can.
